Stakeholders

This ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

City of RenoThe City of Reno is the largest City in the Northern Nevada ITS Architecture. This area is frequently referred to as the Reno/Sparks metropolitan area.
City of SparksThe City of Sparks is located immediately adjacent to the City of Reno. This area is frequently referred to as the Reno/Sparks metropolitan area.
Department of Public Safety – NHPThere are two key Divisions that deal with ITS under the Department of Public Safety. The first is the Nevada Highway Patrol Division (NHP). NHP works together with numerous agencies in the region to address emergencies, traffic incidents on the highways and weather emergencies. The second, Records and Technology is the Division of DPS where all of the IT communications take place.

DPS at the Northern Command Center is a part of the Northern Nevada Traffic Incident Management (TIM) Coalition. The Northern TIM Coalition involves multiple agencies that focus on urban issues and work to improve safety and decrease travel delays. There are three coalitions in Nevada: northern urban, southern urban, and statewide. TIM efforts have helped to facilitate more coordinated response and quicker clearance/restoring of travel lanes throughout the state. TIM efforts are planned to be continued in the state between transportation agencies, law enforcement agencies, and various services to respond to incidents (such as towing) on the state, county, and local levels.
Financial InstitutionsThis Stakeholder represents any stakeholder such as a bank, credit card company or other financial institution that supports the purchase of traveler cards for regional use in transit, toll booths or other fee related travel in the region.
Lake Tahoe BasinThis stakeholder title includes surrounding cities, Nevada County, CA and Placer County, CA in the Lake Tahoe basin area.
Local TV and Radio Stations– MediaThis stakeholder represents media outlets that may disseminate travel and traffic information to the general public. These outlets generally provide information "free" to the public at large. Though some outlets may provide a "premium" service at some cost to the consumer.
National Weather ServiceThe Northern Nevada region has many roadside weather data collection sites (Road Weather Information Systems (RWIS) elements) that collect weather conditions for the purposes of reporting driving conditions to the general public. The information is also used by public safety and transportation management and maintenance agencies to support roadway restriction and closure decisions during times of inclement weather.
Nevada Broadcaster AssociationThis Stakeholder represents a partnership of three radio stations that handle dissemination of Amber Alerts on behalf of the State. Local law enforcement makes the decision to issue an Amber Alert. The law enforcement agency then contacts the radio stations that then alert the public. The law enforcement agency declaring the Amber Alert also calls the traffic management centers to post the Amber Alert on roadside Dynamic Message Signs (DMS).
Nevada Department of TourismThe Nevada Department of Tourism is responsible for the operations of and information provided at mountain tourism locations in northwest NV. They are a partner when coordinating incident managemetn and road closures on state roadways within tourism areas and on roadways that provide access to these areas.
Nevada Division of ForestryMuch of the geography of the Northern Nevada Regional Architecture includes State Forest lands. The Nevada Division of Forestry is an active ITS partner in the region with access to use of DMS on highways to alert motorists to emergency events in the region. These events are typically forest fires, but may also include other types of emergency events.
Nevada DOT – District 1NDOT District 1 is the southernmost region of NV, with headquarters in Las Vegas. Transportation operations for both freeways and arterials in District 1 are managed out of the FAST TMC, which is located in the Las Vegas area. District 1 This element is represented in the regional architecture as an interconnect with the southernmost part of the state and as "other TM", "Other Archive" and other ISP.
Nevada DOT – District 2NDOT District 2 is the northwest region of NV, where Washoe County, including the Cities of Reno and Sparks, are located. It's major population center and transportation management activities are the Reno / Sparks area as well as the Carson City area. District 1 is host to the planned Northern NV Regional Operations Center (NNROC) which is a major traffic management center in the Northern NV Architecture.
Nevada DOT – District 3NDOT District 3 is the northeast region of NV, where Elko and Ely are located. It covers the northeast Nevada area including several major freeway corridors on the National Highway System (NHS), with headquarters in Elko, and major maintenance stations in Winnemucca and Ely. ITS elements for this region are located on or near the freeway system.
Nevada DOT – HeadquartersNDOT Headquarters is located in Carson City, within District 2. HQ maintains a statewide vehicle accident database archive and manages the 511 program. HQ also provides policy direction and technical support to all of the Districts in the state of Nevada.

Northern Nevada CasinosThis stakeholder represents casinos in the Northern NV region that may want to receive and disseminate information regarding roadway conditions, incidents and potentially Amber Alerts. Some of these casinos have DMS that are visible from nearby roadways and these signs may possibly be used for information dissemination to passing motorists.
Other Northern Nevada NV Cities/ CountiesThis Stakeholder generically represents the many local cities and counties in Northern Nevada own or operate traffic management systems or field devices but are not specifically identified in the architecture.
Private Information Service ProvidersMany public agencies and private agencies (such as casinos) provide information to the public for travelers and serve as ISPs in various forms of delivery.
Private Towing CompaniesIn a cooperative effort with NHP and NDOT, private towing companies remove cars from roadways in a timely manner to decrease congestion
Rail OperatorsThere are numerous rail agencies that service the Reno area and are included in this terminator (Union Pacific, Amtrak, BNSF, etc.). An actual calculation of rail traffic along the I–80 corridor of the region shows that it would take 16,000 trucks a day to replace the through rail traffic.
Regional Emergency Medical Services Authority (REMSA)Regional Emergency Medical Services Authority – REMSA primarily represent dispatch for the ambulance throughout the Reno/Sparks region.
Reno–Tahoe International Airport AuthorityThe Reno–Tahoe Airport Authority owns and operates the Reno–Tahoe International Airport and provides air transportation for passengers and freight to and from the Reno/Sparks metropolitan area.
RTC of Southern NevadaThe Regional Transportation Commission (RTC) of Southern Nevada is the federally designated Metropolitan Planning Agency (MPO) for Clark County. The Freeway and Arterial System of Transportation (FAST) Traffic Management Center (TMC) budget and management fall under this agency. Freeway and Arterial Management System for the Las Vegas region. RTC FAST manages hundreds of signals on arterial and a freeway management system.
RTC Washoe CountyThe Regional Transportation Commission (RTC) of Washoe County is the federally designated Metropolitan Planning Organization (MPO) for the Washoe County / Reno / Sparks Metropolitan area. RTC Washoe County is also the primary transit operator for the Washoe County area, providing fixed route service and paratransit service, as well as some inter county and interregional services.
State of California – CaltransThis stakeholder represents communications and interactions (electronic and manual) between Caltrans and NDOT for coordination of traffic, construction and maintenance as well as travel management on roads that cross the California / Nevada state line.
State of Idaho – ITDThis stakeholder represents communications and interactions (electronic and manual) between IDOT and NDOT for coordination of traffic, construction and maintenance as well as travel management on roads that cross the Idaho / Nevada state line.
State of Nebraska – NDORThis stakeholder represents communications and interactions (electronic and manual) between NDOR and NDOT for coordination of traffic, construction and maintenance as well as travel management along I–80.
State of Oregon – ODOTThis stakeholder represents communications and interactions (electronic and manual) between ODOT and NDOT for coordination of traffic, construction and maintenance as well as travel management on roads that cross the Oregon / Nevada state line.
State of Utah – UDOTThis stakeholder represents communications and interactions (electronic and manual) between UDOT and NDOT for coordination of traffic, construction and maintenance as well as travel management on roads that cross the Utah / Nevada state line.
State of Wyoming – WYDOTThis stakeholder represents communications and interactions (electronic and manual) between WYDOT and NDOT for coordination of traffic, construction and maintenance as well as travel management on I–80.
TravelersGeneral Public represents any person or entity that travels in the Northern Nevada region and may utilize travel information (including transit) or emergency services that may interconnect with ITS elements in the region.
University of Nevada at RenoUNR has one of the nations only real time seismic information areas as part of the University. They have been added as a stakeholder – archive terminator for the region.
University of Nevada Las VegasUNLV, through the Transportation Research Center (TRC), will receive and archive ITS and other travel and transportation data and information from the FAST system / TMC and potentially other sources. TRC will use the data for research projects and other academic pursuits.
Washoe CountyThere are numerous departments inside of Washoe County that participate in the ITS architecture. The governing board for Washoe County is the Board of Commissioners. Washoe County (Public Works) manages traffic and transportation for the unincorporated areas of Washoe County. The County participates in emergency management through the Washoe County Sheriff's Dept.
